§ 7-152  PERSONAL PURCHASING AND BIDDING.
   All purchase contracts, excluding those listed in § 7-151 hereof and except in cases of emergency or unusual purchases as provided in § 7-151 of whatever character involving an outlay of public funds of a sum of more than $12,500, shall be based upon written specifications to be prepared by the city's Purchasing Agent with assistance from city staff member(s) as is or are determined to be necessary or convenient by the City Manager or his or her designee and the specifications are subject to the review and approval of the City Manager or his or her designee.  Once prepared and approved, the aforesaid specifications shall be submitted by the city's Purchasing Agent to prospective bidders through notice or advertisements for the proposed work or matter embraced in the proposed contracts inviting competitive bids for the work to be done, which advertisements shall be published by the Purchasing Agent in a daily newspaper not less than two times, the newspaper to be of general circulation and to have been published for a period of not less than one year in the city.
