(A) It shall be unlawful and an offense for any person acting for himself or herself or acting as agents, servants, employees, subcontractors or independent contractors of any other person, to commence to move dirt, excavate, fill or disturb the natural state of soil on any lot, parcel or tract of land less than five acres or on individual residential sites less than two acres within the city without having first been issued a site groundwork permit by the authority of the City Manager or his or her designee in accordance with this article.
(B) The fee for a site groundwork permit shall be determined by the City Council by motion or resolution.
