Any person, firm or corporation desiring to drill a well or wells, shall apply to the City Clerk for a license to operate, as a water well driller, and shall register his or her name and place of business. When the applicant shall have paid a fee to the City Clerk, the license shall be issued and continued in force until June 30 of the same year. Thereafter the license shall be renewed on or before July 1 of each year upon payment of a fee and shall be valid until June 30 of the next year.
