§ 4-226 CONDITIONS FOR RECOMMENDING APPROVAL OF A DEMOLITION PERMIT.
   (A)   The Commission shall be guided in its decision to approve a certificate of appropriateness for demolition by balancing the cultural, artistic, social, economic, political, architectural, engineering or historic value of the property to be demolished against the special merit of the proposed use of the property following demolition.
   (B)   Should the applicant for demolition of a landmark, other resource on a landmark site or contributing resource within a historic district satisfy the Commission that he will suffer an unreasonable economic hardship if a demolition permit is not approved, such approval for a certificate of appropriateness for demolition will be made.
   (C)   Should the applicant for demolition of a landmark, other resource on a landmark site or contributing resource within a historic district fail to demonstrate unreasonable economic hardship but succeed in demonstrating unusual and compelling circumstances which dictate demolition of the property in question, the Commission shall approve a certificate of appropriateness for demolition.
