(A) The Town Council may call a meeting and designate when and where the meeting of the panel or special master shall be held. The Town Manager/Clerk shall then notify each member by telephone or by other means of the time and place of such meeting.
(B) Panel members may communicate with each other by telephone or other means as to any preliminary matters, but a formal hearing shall be attended by not less than two members of the panel.
