This subchapter applies to the use of the public rights-of-way by wireless providers. It applies to telecommunications corporations as that term is defined in A.R.S. § 9-581 only if and to the extent a telecommunications corporation has or intends to locate wireless facilities in the public rights-of-way and is a wireless provider.
