When and if a licensee of any license granted hereunder uses a telephone company’s cable system distribution channels furnished to the licensee pursuant to tariff or contract on file with a regulatory body having jurisdiction and said licensee makes no use of the streets independent of such telephone company furnished facilities, said licensee remains fully bound by the terms of its license and this chapter.
