(A) All municipal parks and basins, playgrounds, and recreational facilities shall be open for the use of the general public between the hours of 5:00 a.m. and 10:00 p.m.
(B) No person shall be physically present on the grounds of any park, basin, playground, or recreational area without the express written permission of an authorized representative of the town between the hours of 10:00 p.m. and 5:00 a.m.
