All refuse placed in the town provided plastic container shall be placed at the front of the property line on the sidewalk or parkway by 6:00 a.m. on the day of collection. All containers and piles of refuse shall be so located as to not block the street, sidewalk, or gutter, or otherwise be a hazard to pedestrian or vehicular traffic.
