142.01 ESTABLISHED.
   (a)   There is hereby created the Planning and Development Department pursuant to Article VII, Section 7.05 of the Groveport City Charter.
   (b)   The Planning and Development Department shall encompass the Building/Zoning Department(s), which shall become the Building and Zoning Division.
