1399.04 STORMWATER RUNOFF CONTROL STANDARDS.
           (a)   Land Disturbing Activities. Temporary stormwater runoff controls shall be designed and employed during land disturbing activities, in accordance with the standards and specifications outlined in the latest edition of the Ohio Department of Natural Resources and Ohio EPA technical guidance document entitled, "Rainwater and Land Development, Ohio's Standards for Stormwater Management Land Development and Urban Stream Protection". Other federal, state or local manuals containing standards and specification for erosion and sediment control practices may be used, subject to prior approval of these manuals by the City of Groveport.
   (b)   Post-Construction Stormwater Management. Editor's Note: So that receiving streams' physical, chemical and biological characteristics are protected and stream functions are maintained, post-construction stormwater practices shall provide perpetual management of runoff quality and quantity, pursuant to standards established as follows:
      (1)   Stormwater runoff quality control. Stormwater runoff quality controls shall be implemented into sites within developing areas in accordance with general and specific requirements outlined in the most current effective version of the Ohio EPA general (NPDES) permit for stormwater discharges associated with construction activity, under Part III.G.2.e.
      (2)   Stormwater runoff quantity control. The requirement for and design of stormwater runoff quantity controls (i.e., permanent drainage systems) shall be based upon the general and specific policies, standards and specifications outlined in the latest version of the City of Groveport Storm Water Management Policy.
