All new streets constructed in the City, after the effective date of this section shall have combination concrete curb and gutter with I-4 under drain including porous backfill, a base course of stone or Portland cement and a surface course of asphaltic concrete as shown on and by the minimum requirements for the improvement of streets in the City Subdivision Regulations. Such requirements are on file with the Clerk of Council of the City and the City Planning and Zoning Commission.
