(A) Any applicant who wishes to receive water service must contact the borough and complete an application for service. Applications for service may be made by completing a written application, telephoning the borough office, or through an electronic application if available.
(B) Prior to providing service, the borough may require the applicant to provide:
(1) Information that positively identifies him/herself;
(2) The name of an adult occupant whose name appears on the mortgage, deed, or lease of the property for which the residential service is requested; and/or
(3) The names of each adult occupant residing at the location, and proof of their identity.
(C) Upon application for utility service, the borough will review utility records to determine if the applicant has had service with the borough in the past, and their payment history. If it is determined that the applicant had vacated a dwelling unit in the borough leaving an unpaid utility balance, service will be denied to the applicant.
(D) As property owners are responsible for utility debts of their tenants pursuant to § 54.003, if the applicant is a tenant and shows proof of reimbursement to their former landlord for the unpaid utilities that that landlord was required to pay, and the prospective landlord agrees, the tenant applicant may be granted service in their name; otherwise, the service must stay in the name of the property owner.
(E) If an unpaid balance for utilities exists for a dwelling unit, no new applications for service will be accepted at that address until the unpaid balance is paid.
