No person shall exhibit, show, conduct or operate, at any place within the borough, or cause or permit to be exhibited, shown, conducted or operated at any place within the borough, owned, leased, managed or controlled by him or her, any circus, carnival, rodeo or similar show, or any merry-go-round, Ferris wheel or other mechanical ride, for which an admission fee is charged, unless the same shall first have been licensed according to the provisions of this chapter.
