Any owner of any dog and/or any person possessing, caring for or in control of any dog shall be responsible for such dog if the dog is found to be off the property upon which the owner, possessor, caretaker or person in control of the said dog resides, whether said dog is off such property by acts of such person intentionally or unintentionally, or by acts of omission or commission by such person, unless such dog is on a leash not in excess of nine feet, which leash, connected to the dog, is in the possession and control of the said owner, possessor, caretaker or person in charge of the said dog. The liability hereunder may be joint or several if multiple people own, possess, care for or control the said dog. Regardless of the circumstances, an owner or possessor of said dog shall have absolute responsibility for the whereabouts and control of the said dog and the leash requirements set forth herein.
