§ 90.03 ANIMAL NOISE.
   It shall be unlawful for any owner or person having custody of any dog, cat or animal to harbor or to permit said dog, cat or animal to frequently or habitually bark, howl, screech, yelp or bay in or any way or manner injure or disturb the quiet of any person or which disturbs or endangers the comfort, welfare of person and that such is hereby declared to be committing a nuisance.
