(A) Meters shall be tested for accuracy and adjustment made according to rules of the State Public Utility Commission.
(B) Whenever a meter fails during any period to register correctly, the customer shall pay for such period an estimated amount based either upon the determination obtained from the meter test or upon the consumption during a similar period or upon both of these methods combined.
(C) In case of dispute of an account involving the accuracy of the registration of a meter, the meter will be tested by the borough on payment by the applicant of a testing charge of $20, which will be returned to the applicant in case the meter is found to over-register 2% or more. In case of such over-registering, or if the meter is under-registering 2% or more, the registering shall be adjusted to correspond and the bill upon which complaint was made corrected accordingly or proper credit shall be applied to ensuing bills.
