In the event that the borough representatives shall be unable to enter any structure within the borough for the purpose of making water meter readings for a period of not less than three consecutive billing periods the owner of such structure may be required to install a remote water meter register at the owner’s expense within a period of 30 days from and after notice to install such remote register given by the Borough Manager or his or her duly appointed representative by registered mail to such owner.
