§ 54.021 BILLING FOR COST AND INSTALLATION OF METER; DISCONTINUANCE OF SERVICE FOR NONPAYMENT.
   Upon completion of the installation of the said water meter, the borough shall render to the said property owner a bill covering the cost of the said water meter and the cost of installation thereof, which bill shall be due and payable upon receipt. If the said bill remains unpaid for a period of 90 days after it has been rendered, water service to the premises served by the said meter may be terminated, and the said service shall be resumed only upon payment of the bill.
