(A) (1) Scavenger wastes will be admitted into the sewer system only by approval of the borough. Persons desiring to discharge scavenger wastes into any public sewer and treatment plant shall be required to obtain a permit from the borough. Scavenger wastes under this section shall mean putrid or offensive matter collected from privies, septic tanks and cesspools. All other material and substances, chemical or chemical compounds and/or industrial/commercial wastes will not be permitted to be discharged into the public sewer system, except as heretofore provided under these rules and regulations (§§ 53.083 through 53.088).
(2) The discharge of these wastes shall be made only at a location on a sanitary sewer or at the sewage treatment plant as shall be stated on said permit or as may be relocated by the borough.
(B) (1) The applicant shall be the owner of the vehicle for which a permit is applied. Any false, untruthful or misleading statements in any application for a permit or in any paper submitted in support of said application will invalidate the permit. All permits issued by the borough shall be for one year.
(2) Such a permit may be suspended or revoked at any time by the borough for willful, continued or persistent violation of these rules and regulations.
(C) All applicants for a permit to discharge scavenger wastes into the sewer system shall furnish the following information with each application:
(a) Name of firm or individual and address;
(b) Volume, including maximum monthly volume, of scavenger wastes removed each year for the last three years; new applicants to submit an estimate of volume for the first year;
(c) Number and identification of scavenger vehicles in collection service;
(d) A certificate of insurance with minimum coverages as specified by the borough from time to time, naming the borough as an additional insured; and
(e) Any other information as deemed necessary by the Borough Engineer or Wastewater Treatment Plant Superintendent.
(D) Only scavenger waste generated from residential dwelling units will be accepted by the borough for treatment. Waste from nonresidential sources, including, but not limited to, industrial waste, restaurant grease trap waste and portable toilet waste shall not be discharged to the borough’s wastewater treatment plant.
(E) Persons transporting scavenger waste for disposal shall provide a manifest acceptable to the borough documenting the origin of the scavenger waste prior to its discharge.
(F) Applicants shall be required to pay a permit fee as established by resolution of the Borough Council.
(G) Permitted scavenger waste haulers shall pay a disposal fee for each gallon of scavenger waste discharged to the sanitary sewer at a rate established by resolution of the Borough Council.
