935.11   CHARGES FOR DAMAGES TO SYSTEM.
   When a discharge of wastes by any person causes an obstruction of or damage or any other impairment to any part of the sewerage or drainage systems or the treatment process, a charge shall be levied by the Director of Public Service against such person for the cost of the work required to clear and/or repair the part of the sewage or drainage system or reestablish the treatment process affected by such discharge. The Director shall add such charge to the usual service charges, surcharges and fees, or bill the responsible person. Such charge, as determined by the Director, shall be equal to the City's cost of labor and material to clear and/or repair the affected part of the sewerage or drainage systems. Failure to pay the bill within thirty days of its receipt by the person responsible for the discharge shall subject that person to the criminal penalty set forth herein.
