Any person, owner or sponsor who violates any provision of this chapter shall be guilty of a misdemeanor of the second degree. For a second or subsequent violation of any provision of this chapter in the same year as the first violation, any person, owner or sponsor shall be guilty of a misdemeanor of the first degree. For any further violation in the same year, the traffic and crowd safety plan issued pursuant to Section 729.03 shall be withdrawn and the person, owner or sponsor in violation shall be permitted to conduct no further outdoor concerts during that year.
