(a) Obstruction of Streets and Sidewalks. At no time shall any person in the sale of the products or articles described in Section 717.01 obstruct any street, alley, sidewalk or driveway except as may be necessary and reasonable to consummate a sale.
(b) Selling Near Schools. At no time shall any person in the sale of the products or articles sell, offer or expose for sale such products or articles within 500 feet of the property line of any public school.
(c) Selling Unwholesome Merchandise. No person operating under a license as required by Section 717.01 shall sell, offer or expose for sale, any foodstuff or other substance for human consumption which is unfit for human consumption.
(d) Regulation of Hours of Operation. The Director of Public Safety is empowered to establish hours during which such sales may be made so as to eliminate hazards to the health and safety of minor children.

(e) Hours of Operation. No person operating under a license as required by Section 717.01 shall sell, offer or expose for sale such products except during the hours from 9:00 a.m. to 4:00 p.m.
