159.08   ADJUSTMENT AND REVIEW OF COMPENSATION PLAN.
   (a)   The rate scale for different grades of positions shall be changed by the City Administrator and only in accordance with the procedures in this Chapter and with the approval of Council.
   (b)   The applicable rules and provisions regarding the compensation of City personnel of this and related Chapters shall be the Compensation Plan. Changes in the Compensation Plan shall be made in a manner to maintain a proper relationship among the grades of positions and to reflect changes in the cost of living and in prevailing rates of pay comparable for positions outside the City service.
   (c)   Every year the City administration will meet with all departments to review the compensation rates of the City and submit the administration's recommendation for any changes in this compensation to Council for their consideration.
