151.06   RESERVE/AUXILIARY POLICE FORCE REQUIREMENTS AND REGULATIONS.
   (a)   There is created within the Department of Public Safety a Reserve/Auxiliary Program, the members of which shall be appointed by the Director of Public Safety.
   (b)   Reserve/Auxiliary members shall serve as long as the Director may direct, or, until a resignation, submitted by the member(s), is accepted by the Director.
   (c)   Reserve members of the Reserve/Auxiliary Program may not be under the age of twenty-one years at the time of their appointment. Auxiliary members of the Reserve/Auxiliary may not be under the age of eighteen years at the time of their appointment.
   (d)   The Chief of Police shall be the commanding officer of the Reserve/Auxiliary Program, and, subject to the approval of the Director, shall have control of the assignment, training, stationing and direction of work of such force. Reserve officers shall have all the police powers, but shall perform only such police duties as assigned by the Chief. Reserve/Auxiliary members shall obey the chain-of-command of the Division of Police.
   (e)   The Chief shall, with the approval of the Director, prescribe rules and regulations for the conduct and control of the Reserve/Auxiliary Program.
   (f)   Reserve members may receive compensation at the rate of pay provided for casual labor in the City Compensation Plan, or by contract, when authorized by the Administrative Assistant.
   (g)   Members of the Reserve/Auxiliary Program are not eligible for membership in the Police Relief and Pension Fund.
   (h)   Members of the Reserve/Auxiliary Program shall not be in the Classified Service of the City.
