There is hereby created and established a Department of Parks and Recreation. The Department shall create, supervise, control, operate, equip, staff and maintain all parks, playgrounds, playfields, gymnasiums and/or recreational facilities. The Department shall consist of a Division of Parks and a Division of Recreation which the Director of Parks and Recreation will coordinate.
