Each owner or person having control of any building or premises in the Village shall participate in the collection of garbage and rubbish by the collector hired by the Village, as provided by Section 1060.02. An owner or person in control and possession of a building or premises in the Village may be released from this requirement by applying at the office of the Clerk-Treasurer for a release. Such applicant must swear that some suitable alternative method of removal of garbage and rubbish will be followed, in accordance with recognized health and sanitary standards and regulations.
