(a) Each owner or person having control and possession of a building or premises used for residential purposes, including multifamily dwellings consisting of four residential units or less, shall provide and ensure that all garbage and rubbish is removed from such building or premises not less than once each week by the garbage collector hired by the Village, or by such other method as may be approved by Council, in accordance with recognized health and sanitary standards and regulations.

(d) No person shall place cans, bags or other garbage or trash-containing receptacles by the curbside for pick-up of the same prior to twenty-four hours in advance of the scheduled pick-up, as advertised and posted by the Village.
