It shall be the responsibility of all commercial/industrial businesses to provide refuse collection and disposal service equivalent to their needs. It shall also be the responsibility of each business to contract with an approved hauler of their choice for service arrangements. Any firm or corporation violating this section shall be liable for a civil penalty in the amount of $50. Each day’s continuing violation shall constitute a separate offense. The Public Works Director and the City Attorney are authorized to pursue collection and enforcement of civil penalties through the courts of North Carolina.
