No person other than those under the direction of the City Manager shall haul away or remove any garbage, refuse or recyclables set out for collection at residential units as in this chapter provided, except by the written consent of the City Manager. Owners or occupants for all nonresidential units are responsible for hauling, contracting for the hauling of, or otherwise disposing of garbage, refuse and recyclables in a lawful and sanitary manner, and in all respects in accord with the provisions of this chapter.
