§ 96.021 SPECIAL EVENTS; TEMPORARY CLOSINGS.
   (A)   Authority. The City Manager shall have the authority to close temporarily any street, alley or sidewalk for public safety or upon the application of any civic, charitable or not-for-profit organization, or upon application of any individual representing a neighborhood group.
   (B)   General requirements.
      (1)   Closings for public safety shall be for such time as necessary to ensure the protection of persons and property.
      (2)   (a)   No person shall engage in, form or start any parade or other event causing the closing or blockage of any street, alley or sidewalk, unless the person has first obtained a parade permit from the City Manager.
         (b)   A PARADE shall be defined as any parade, march, ceremony, show, exhibition, pageant or procession of any kind or any similar display upon any street, alley, sidewalk or other public place within the city.
      (3)   Closings at the application of civic, charitable or not-for-profit organizations shall be for no longer than 12 hours.
      (4)   The City Manager shall establish written guidelines for closings at the application of civic, charitable or not-for-profit organizations or individual(s) representing a neighborhood group.
   (C)   Exemptions. The following are exempted from the requirements of this section:
      (1)   Funeral processions;
      (2)   Students going to and from school classes or participating in educational activities; provided that, such conduct is under the immediate direction and supervision of proper school authorities; or
      (3)   A governmental agency acting within its scope of its functions.
