§ 96.019 CLOSING OR RESTRICTION OF STREETS OR RIGHTS-OF-WAY.
   Any street or public right-of-way under the jurisdiction of the city may be closed or restricted as the case may be, at the direction of the City Manager and upon determination that excess damage will take place unless travel and load limits are restricted. The City Manager shall post signs giving notice that access has been restricted and may limit the right of access to vehicles with a gross weight not to exceed five tons. The closing or restricting of the public streets and rights-of-way shall not be applicable to emergency vehicles or abutting property owners and to residents on said public rights-of-way, except they shall be obligated to travel by the shortest possible distance to obtain ingress and egress, nor shall the closing or restricting be applicable to vehicles making deliveries or picking up a load, in which case such vehicle may be driven on such street for not more than the minimum distance necessary for the purpose.
