§ 91.10 RUNNING AT LARGE.
   It shall be unlawful to permit any dog or cat to run at large in the city at any time. Dogs and cats which are on any street, alley, sidewalk or other public place or upon the private premises of any person other than the owner thereof, without being securely on a leash or confined in a dog/cat-tight enclosure, shall be deemed to be running at large. Dogs and cats which are running at large shall be taken up and impounded by the Police Department and/or Animal Control Officer.
