Any person, firm or corporation violating any provision of this chapter shall be fined not less than $50, and not more than $100, for each offense; if it is the only violation of this chapter during the immediately preceding 12-month period; upon a second offense during the immediately preceding 12- month period, the fine shall be not less than $100, and not more than $250; and for a third offense or more within a 12-month period, the fine shall be not less than $250, nor more than $750.
