§ 91.07 HOUSING.
   (A)   No person shall cause or allow any stable or place where any animal is or may be kept to become unclean or unwholesome. It shall be unlawful to keep any live swine or pigs, cattle, goats, horses and sheep in the city.
   (B)   A resident may keep within the city up to two female goats; provided, he or she furnishes the Animal Control Officer a statement from a regularly licensed physician to the effect that he or she or any member of his or her family requires goat’s milk as a medical necessity.
