(A) The following parking spaces are reserved for vehicles bearing registration plates or such other decal or device as authorized by 625 ILCS 5/11-1301.1 et seq. and operated by or operated for a person or persons with disabilities:

(B) Any person violating division (A) above shall be fined $100 for each violation in addition to the costs and charges in connection with the removal or storage of a vehicle as authorized by 625 ILCS 5/11-1301.3.
(C) In addition to all other powers and authority granted local governments pursuant to 625 ILCS 5/11-1301.1 et seq., the city is hereby authorized to tow any vehicle parked in violation of division (A) above.
