The following method shall be used to calculate the conversion of accumulated and unused vacation leave and compensatory time leave upon an employee's transfer from a 53-hour work week position to that of a 40-hour or 37.5-hour work week position:
(a) A "conversion factor" shall be determined by way of a ratio where the numerator of such ratio shall be the amount of vacation leave to which the affected employee would be entitled to receive based upon the employee's longevity as a 40-hour work week employee; and the denominator of such ratio being the amount of vacation leave to which the affected employee would be entitled to receive based upon the employee's longevity as a 53-hour work week employee.
(b) Upon determination of such conversion factor, that factor shall be multiplied with the affected employee's balance of vacation leave and/or compensatory time leave as earned at the 53-hour work week rate, as such balance existed at the time of the employee's transfer/promotion.
