(a)   When a known vacancy for a position is going to be created in any department due to retirement or resignation, an additional employee may be hired for training purposes. The  duration of overlap with both the retiring or resigning employee and the new employee shall not exceed ninety days.
   (b)   Notwithstanding anything to the contrary herein, each affected appointing authority, in consultation with relevant members of the City Administration and others shall retain the exclusive right to determine whether appointments shall be made to fill any or all of the positions referenced. As the result thereof, vacancies in the positions referenced herein may, from time to time or permanently, exist.
