(a)   All persons appointed to or hired for the following positions within the employment ranks of the City shall be placed into civil service divisions as follows:
      (1)   Unclassified section.  Safety/Service Director; Recreation Director; Park Superintendent; Superintendent of Water Plant, Distribution and Utilities; Wastewater Superintendent; City Engineer; Income Tax Administrator; Deputy Auditor; Street Superintendent; Executive Secretary; Clerk of Council; Public Transportation Director; and Utility Office Manager.
      (2)   Classified competitive section.  Engineering Administrative Secretary; Audit Clerk; Information Technology Coordinator; Account Clerk I; Account Clerk II; Engineering Technician I; Engineering Technician II; Personnel Clerk; Fire Department Secretary; Emergency Communications Officer; and Police Department Secretary; Police and Fire Department personnel in accordance with applicable statutes.
      (3)   Classified non-competitive section.  All positions not otherwise listed herein.
   (b)   No current employee of the City shall be required to take and pass a competitive examination to retain his or her employment as the result of the passage of this section.

   (c)   Any employee presently or hereinafter appointed to fill an interim position, as, from time to time, may be established within the ranks of the City employees, is hereby specifically exempted from inclusion in the classified competitive class of employees employed by the City.
