252.26   GUIDELINES FOR CERTAIN WAGE INCREASES.
   Except as provided in division (c) of this section, to be eligible for a wage step increase, each salaried or hourly-rate City employee shall be required to serve a period of minimum service at each step level within a particular job classification before such wage step increase will be considered. For purposes of such consideration, the relevant periods of minimum service shall be as follows:
   (a)   An employee who has been engaged in the employ of the City for less than one full year shall be required to serve a minimum of six months in each wage step level within such employee's particular job classification.
   (b)   An employee who has been engaged in the employ of the City for 13 months or more shall be required to serve a minimum of one year in each wage step level within such employee's particular job classification.
   (c)   The appointing authority for temporary seasonal employees shall designate the wage step within which such temporary seasonal employees are to be paid, without regard to the afore-referenced period of minimum service.
   When pay increases for various positions are considered, raises for positions filled by unevaluated employees will remain at current levels through the budgetary process.
