252.13   PAY PERIODS.
   (a)   All City employees, other than members of Council and the President of Council, shall be paid their wages or salaries in 26 pay dates and pay periods to be established by the City Auditor. All members of the City Council, as well as the President of Council, shall be paid their salaries in 12 monthly installments, with the payment dates and pay periods to be established by the City Auditor. The City Mayor, Auditor, Law Director and Treasurer shall be paid their salaries pursuant to a semi-monthly payroll with the payment dates and pay periods to be established by the City Auditor.
   (b)   Mandatory Direct Deposit.
      (1)   The payment of all wages and salaries by the City to its employees and officials shall be accomplished by way of direct deposit into such depository account as shall, from time to time, be designated by each such employee or official. The City Auditor shall promulgate and distribute the form which shall be required to accomplish such depository designation. This form shall be known as the “Depository Designation Form.”
      (2)   Each employee and official shall return to the City Auditor a fully completed Depository Designation Form and that employee or official’s current, valid e-mail address within ten days of such employee or official's receipt of the Depository Designation Form, or request therefor from the City Auditor. An employee or official's failure or refusal to return such completed Depository Designation Form and/or e-mail address in a timely manner shall constitute grounds for the City Auditor to withhold payment of wages or salary to the affected employee or official until the first full pay period following such affected employee or official’s full compliance with the mandate of this division occurs.
      (3)   Any revisions to an employee or official’s chosen depository designation and/or change in e-mail address shall be reported to the City Auditor within ten days of the choice of such amended depository location and/or the acquisition of a new e-mail address. An employee or official’s failure or refusal to timely comply with the mandate of this division shall constitute grounds for the withholding of pay, as provided for above in division (2) of this subsection.
   (c)   Promulgation of Rules and Regulations. The City Auditor shall adopt and disseminate such rules and regulations as the said Auditor, in his or her sole discretion and determination, shall from time to time deem necessary and appropriate to implement and accomplish the efficient operation of such direct deposit and e-mail processes.
