No minor, habitual drunkard, intoxicated person or person who is insane or mentally incompetent, shall be allowed to loiter or remain in any place in the village where alcoholic liquor is sold or kept for sale, after being notified by the proprietor or his or her agent, or any police officer, to leave the premises.
