(A) The owner, operator, driver or person in charge of any vehicle upon the streets or alleys of the town shall conform to and obey the regulations of this subchapter concerning the parking of vehicles.
(B) Whenever the word PARKING is used in this subchapter, it is hereby defined to mean the standing of any vehicle in any street or alley of the town. The word PERSON shall include an individual or any legal entity, including partnerships, firms or corporations. Any references to streets, alleys or highways shall include only those portions of said rights-of-way which are in the town.
