(A) It shall be unlawful for any owner or agent of any property within the city to change the grade of his or her lot in any manner which affects or may affect the flow of either the surface or the subsurface water on or under his or her property or any adjoining property without first obtaining a permit from the Superintendent of the Department of City Services or the City Commission.
(B) All owners of property within the city are responsible for maintaining the swales, culverts, ditches, and grades in the area between their property line and the paved portion of the street in such a condition that perform the function for which they were initially intended by the developer charged with the responsibility of designing roads.
(C) It shall be unlawful for any owner or agent of any property to construct onto or pave, except existing driveways and sidewalks, any portion of the easement or right-of-way of such owner's lot.
