(A) During periods of accumulated snowfall, it shall be unlawful for any person, firm or corporation to leave any motor vehicle parked or unattended on the traveled portion of any public roadway in the city.
(B) Any motor vehicle in violation of division (A) above of this section may be towed away by order of the Police Chief, and the expense thereof shall be paid by the owner of the vehicle before said vehicle is released to its owner from the tow-in lot.
