(A) Any change in job classifications or pay rates must be approved by the City Council. The Board of Works is established to oversee maintenance of the job classification and pay plan. The Board of Works serves in an advisory capacity.
(B) The Board of Works shall have the authority to recommend a change in position classification of jobs filed for review.
(C) In the event that a department head wishes to create a new position not currently classified or reorganize jobs within a department, review seniority, abolish a position, or if an employee desires to have a job classification review made of his or her position, the department head shall make a written request to the Mayor.
