(A) The notice provided for in § 96.03 shall be served either personally on the owner of the lot or real estate where such trees are situated or by leaving a copy thereof at his last and usual place of residence, and the original thereof, with the time of service entered thereon, shall be returned by the Street Commissioner to the City Clerk-Treasurer and shall be made a matter of record by the Clerk-Treasurer.
(B) In case such owner is unknown or is not a resident of the city and does not have an agent in charge of such lot or real estate, the Street Commissioner shall cause a notice to be published in a daily newspaper of general circulation for one day each week for two consecutive weeks.
