Whenever the Street Commissioner shall discover any lot, ground, street, or alley where the owner has failed, neglected, or refused to trim trees as required by § 96.01, he shall serve a written notice on the owner of such lot or ground, or on the agent representing such owner, directing that the trees in question shall be trimmed and the branches thereof cut away as required in § 96.01.
