The owner of shade trees or other trees within the corporate limits of the city shall:
(A) Trim away all limbs and branches thereof within a distance of 12 feet from the ground; and
(B) Trim the tops of and cut away all limbs and branches of trees situated along any street or alley and adjacent to any high tension wires or electric lines carrying more than 3,500 volts of electricity, so that there shall be not less than ten feet clearance between the tops of such trees and any high tension wire or electric line.
