It shall be the duty of the Street Commissioner or the official or employee of the city performing the duties of Street Commissioner, to make a careful inspection of all lots, grounds, streets, and alleys situated within the city for the purpose of determining whether or not shade trees or other trees are trimmed and branches cut off within the distance required by § 96.01.
